The Carbon Trust Scheme Owner is the legal entity responsible for the governance and oversight of the Carbon Trust Footprint Label. We set the scheme’s technical requirements, approve and oversee assurance partners, and maintain the processes that safeguard the label's independence, impartiality and integrity.

The Carbon Trust footprint label is designed to ensure carbon claims are credible, transparent, and independently verified. Through rigorous technical requirements, independent governance and a network of approved assurance partners, we help organisations to communicate with confidence. Our label also supports compliance with evolving regulatory requirements, including the EU Empowering Consumers for the Green Transition (ECGT) Directive.

The Carbon Trust footprint label has been designed to reflect key expectations for environmental labels, such as independent verification, transparent governance, public accessibility of information, and effective complaints and appeals processes. Together, these safeguards protect the Scheme’s integrity and help maintain trust in every label we issue.

Our governance

The Carbon Trust Scheme Owner Governance structure has been developed to ensure independence and impartiality across all labelling services, to maintain the integrity of our labels and ensure mission impact is delivered by each project.

The Carbon Trust Scheme Owner Board is responsible for company strategy and business plans with regards to the Carbon Trust’s Carbon Label Conformity Assessment System (the System). The Board are also responsible for supervision of implementation of the policies and procedures of the system, resolution of appeals and complaints and supervision of decisions to issue the Carbon Label or other marks of conformity associated with the System.

The Carbon Trust Scheme Owner Impartiality Committee is responsible for safeguarding the impartiality of the Carbon Trust Scheme and fulfilling required compliance obligations with regards to impartiality, including from relevant accreditation standards.

The Carbon Trust Scheme Owner (CTSO) Secretariat includes the Carbon Trust Scheme Manager and Carbon Trust Scheme Assessors. The Secretariat is responsible for the day-to-day delivery of the Carbon Trust’s Carbon Label Conformity Assessment System (the System), including review and recommendation for approval of Conformity Assessment Bodies to deliver verifications in line with the policies and procedures of the System.

Members of the CTSO Secretariat complete a declaration of interest form identifying any potential employment, financial or board member conflict of interest of the employee or their family and friends. This is reviewed annually. Declarations are reviewed by the relevant line manager and mitigating actions agreed. These are reviewed by the CTSO Board and Impartiality Committee.

We are committed to providing a complaints and appeals resolution process that is accessible, equitable and entirely free from financial or commercial influence. We guarantee that every complaint or appeal will be investigated by independent parties with the authority to ensure truthful and impartial outcomes.

By providing a rigorous, transparent pathway for grievances, we ensure that the Carbon Trust Footprint Labels remains a reliable, evidence-based indicator of environmental performance in a competitive global market.
